About the Medical Clinic
Omnicare Medical Center (OMC) established in 2002 was the first and remains the only surgical multi-specialty based non-hospital health facility in the Turks and Caicos Islands, providing Obstetrics and Gynaecology and General Surgical services to the population.
In addition to the above services, OMC also provides excellent care through its family medicine clinics and other non-surgical specialties and sub-specialties.

Meet Our Doctors
Hon. Dr. Rufus Ewing is the Chairman and Director of Medinco Group, the parent company of Omnicare Medical Center. He is a graduate of the University of the West Indies School of medicine at Mona, Jamaica, where he obtained both his MBBS and Doctor of Medicine in General Surgery degrees in 1993 and 2001 respectively. Hon. Dr. Ewing completed his surgical fellowship at the Royal College of Surgeons of Edinburgh in 1998. He is a fellow of the American College of Surgeons since 2008. Dr. Ewing also holds a Master of Public Health degree from Johns Hopkins University Bloomberg School of Public Health.
He is a practicing General Surgeon registered with the Turks and Caicos Islands Medical and Dental Council and also a public health practitioner serving as a PAHO/WHO Advisor for Health Systems and Services.
As a General Surgeon, Hon. Dr. Ewing's main areas of interest are diseases of the breast and colon.
Dr. Dawn Perry is a Director of Medinco Group and the Medical Director of Omnicare Medical Center. She is a graduate of the University of the West Indies School of Medicine at Mona, Jamaica, where she obtained both her MBBS and Doctor of Medicine degrees in Obstetrics and Gynaecology in 1993 and 2001 respectively. She is a fellow of the American College of Obstetricians and Gynaecologists. She also holds a Master of Public Health degree from Johns Hopkins University Bloomberg School of Public Health.
Dr. Perry is also head of the Department of Obstetrics and Gynaecology at the Turks and Caicos Islands Hospitals.
Dr. Zoe Linares is a Family Medicine Physician at Omnicare Care Medical Center since 2002. She obtained her Doctor of Medicine degree from the Havana University in 1988 and her degree in Family Medicine from Heroes del Baire Teaching Hospital in 1995.
Dr. Linares served as Medical Officer with the Turks and Caicos Islands Government from 1999 to 2001 before joining Omnicare Medical Center as the resident family physician.
Her areas of special interest are prenatal and child care which complements and supports our Obstetrics and women's health programs.
Dr. Anya Malcolm is a Clinical Psychologist providing holistic mental health and counseling services at Omnicare Medical Center. She graduated from Howard University with a Bachelor of Science degree in Psychology in 2009 and from the American School of Professional Psychology with a Doctor of Psychology degree in Clinical Psychology in 2015.
Dr. Malcolm also serves as a Clinical Psychologist within the Department of Mental Health, Ministry of Health - TCI Government.
She is also an Author, where she wrote two books that are mental health focused - "Tell me I Promise I Won't Get Mad" which is a guide for educating children on sexual abuse, and George the Worry Wort, a self-help book focused on anxiety (both books can be found on Amazon.com). Dr. Anya is a wife and mother of 3 children.
Dr. Jakera Jean-Joseph is a general physician who prides herself in taking a holistic approach to providing care to patients of all ages.
She graduated from the University of South Florida with a Bachelor’s of Science degree in Biomedical Sciences and a minor in General Public Health in 2011, and from the University of the West Indies’ Mona campus with an MBBS degree in 2018.

Her main areas of interest are the prevention and management of non communicable diseases, health education and awareness, women’s health and mental wellness.
Dr. Melissa Mills is a General Practitioner, where she obtained her MBBS degree from the University of the West Indies in 2021. She completed her one-year internship at May Pen Hospital and the following year worked as a Senior House Officer at the Spanish Town Hospital at the Health Center, Orthopedic and Accident and Emergency Departments.
Prior to obtaining her Medical Degree she completed her Bachelors of Science degree in Biology/Pre-Med at Columbus State University in Columbus, GA. She then went on to obtain her Masters in Clinical Laboratory Science at Georgia Health Sciences University.
